Xiabius Khan is the Enforcer General in charge of the Sanctum Enforcers, Sinophia’s local law enforcement agency with a widely believed reputation for brutality.

His office is in the Granted Sanctum of the Loyal Enforcers of the Edicts of the Judiciary’s Court, located in a large, mouldering collection of connected town houses in District III.
